This is an editorial cartoon by Jeff Parker in Florida Today in 2009. We can see it there are two main characters, communicating with each other, which are the public and the government. The public would like to know what the government does. But the government reply it is a secrecy and the public do not need to know. Apart from the two main characters, we can see that there are several legs under the cloak, a few notes and bills without content, separating on the ground.
After reading this editorial cartoon, I enhance the understanding towards the political states in Florida. It attracted me to read because it is similar in Hong Kong nowadays. The government always claim that it need to keep the confidentiality towards some contents and therefore it is not allow to share to the public. It seems that the situation is similar in other countries.
In Hong Kong nowadays, there is an increasing number of people not to trust the government after the umbrella revolution and they start to use violence to express their discontent towards the government, like the protest last week in Yuen Long. It brings me to reflect the future development in Hong Kong.
I think you have chosen a great example of political cartoon. Although the cartoon is published in American, it also suitable in Hong Kong. This is the advantage of cartoon to text - people are easier to understand and relate to themselves.

Taxpayers always don't know how its salaries (taxes) being used... Any government claims itself to be transparent and accounted to public, however, we never know how transparent and accountability they are in policy formulation...
